Cleland files to run for Place 5

Rick Cleland, a 20-year resident of Flower Mound, officially filed Thursday to run for Place 5 on the Flower Mound Town Council during the May 9 election.
Cleland joins Angie Cox, a member of the town's Parks, Arts and Library Services (PALS) Board, as the two residents running for the place vacated by Jeff Tasker, who decided not to run for re-election.
Residents have until March 9 to file for election. Early voting runs from April 27 through May 5.
Still, Cleland said, he has experience in a wide capacity, including his days as a right-of-way agent for the North Carolina Department of Transportation. Cleland, 66, said his history in municipal work makes him a strong candidate.
"If I look at things from the outside, I say that (current council member) Al (Filidoro) and Rick Cleland need to be on the council," Cleland said. "We need people who have been there, done that. We need young blood, but we also need people to say that this won't work, and this is why. If we're in a position that deals with law or the judiciary process, we want bright, young talent. There is a time to read the books and a time to say, 'I was there, and I helped write that opinion.' That way, we won't say, 'I wonder if it will work?'"
Cleland said his legal experience includes his work as a right-of-way agent for 12 years since the job duties often included giving a legal and graphic description of a property and assisting an attorney during land disputes.
If elected, Cleland said some of his priorities include making sure the Lakeside Resort and Residences, which will include an 18-story residential tower and a seven- and nine-story stepping hotel, gets built.
Cleland said another goal is to keep the town on top of the D/FW Connector, a project that includes improvements to FM 2499, State Highways 26, 121 and 114 and Interstate 635 north of D/FW International Airport.
"Even though it doesn't directly affect Flower Mound, it indirectly does when our residents leave town heading south," Cleland said, adding that his experience in highway construction plans will be an asset.
He said another goal is keeping an eye on the widening of Morriss Road and how it will affect adjacent residents.
